Hon. Acting Colonial Secretary.

I think the Secretary of State should be in-

formed that the Police on the list attached all had their

names or numbers on the Wa Lane list.

That they have not been dismissed because there

was no further evidence against any of them.

Two of them C.Cs 143 and 137 confessed their

guilt and gave evidence against certain European Police Of-

ficers.

The question is (a) should these men be re-en-

listed when their present terms of service expire (b) if so

should they be promoted in the Force.

My advice is that all with the exception of

the Indian Sergeant Major be forgiven and if they continue to

conduct themselves that they be promoted in the Force.

They number amongst them some of the best of

the Chinese & Indian Police.

I cannot recommend that the Sergeant Major be

retained. He is in a responsible rank, draws large pay, and is

my intermediary in many ways in many ways in dealing with

the Indian Contingent. I cannot trust him since I am convinced

that had he been honest his number would not have been found

in the list.
